He specializes in business support, real estate and investment projects, communal and municipal projects – including public-private partnerships, competition law, intellectual property law and he advises start-ups.
He participated in one of the first proceedings in Poland to grant a concession for water and sewage services conducted under the provisions of the Act of 9 January 2009 on Concessions for Construction Works or Services. He has advised in many public-private partnership projects, including one for the construction of a broadband network with a value of PLN 300 million. He has worked on many transactions related to the establishment and transformation of companies, including a management buyout transaction in one of the IT companies. He is the co-author of legal opinions on the compliance of Polish law (including bills) with EU regulations (including gas and energy law). He has advised on many fundraising transactions for startups, where he prepared and negotiated investment agreements, term sheets and convertible notes. He appeared before the antitrust authorities (UOKiK) as a representative of entrepreneurs in cases concerning abuse of a dominant position (including the representation for a water supply and sewage company) and in cases concerning agreements restricting competition, as well as before the Court of Competition and Consumer Protection in appeals against UOKiK’s decisions.
Member of the Polish Association of European Law (previously a member of the Management Board of that Association) and of the Competition Law Association. He is the author of publications on competition law and public-private partnership.
Interests and hobbies
Przemysław appreciates good guitar music and enjoys going to concerts. His hobbies are also the mountains, where he not only likes to hike (currently in course of a family “project” to conquer the Crown of the Polish Mountains), but also runs (having completed “Chudy Wawrzyniec” and “Rzeźnik” races).
